Heroin and marijuana on Camano Island
Island County Sheriff’s deputies on Camano Island responded to the following recently:
• A deputy patrolling near Utsalady boat launch on the night of July 14 noticed a vehicle slowly backing out of a parking stall. The deputy parked, approached the silver 2005 Scion Tc and informed the 25-year-old female driver and her 32-yearold male passenger that the area was for day-use only. He asked the woman for her driver’s license and the passenger for identification. The man said he didn’t have any on him. While the woman was retrieving her license, the deputy noticed a square of blackened tinfoil, consistent with the use of certain drugs, on the floor between the passenger’s feet. The deputy asked the two if they were in possession of anything they shouldn’t have. They answered, “No.” He asked the driver to step out of the vehicle and explained to her what he had seen, informed her that she was being detained and went back to speak with the passenger, who was now smoking a cigarette. The tinfoil was gone. The deputy asked the passenger to step from the vehicle and confronted him with the fact that he had seen the tinfoil. The man admitted that he had smoked heroin about five minutes prior and was placed under arrest. The deputy then searched the vehicle and found paraphernalia related to the use of heroin. He also discovered the glove box was locked. The deputy asked the woman if there was anything in the glove box that she shouldn’t have. “Yes,” she said, and allowed the deputy access to the glove box. Inside was a bag containing a substance that appeared to be heroin, in rock form. Both suspects were placed under arrest and cited in connection with possession of heroin, pending lab results to confirm that the substance in question is indeed heroin.
• On the night of July 17, a deputy observed a gold Hyundai parked on the side of Utsalady Point Road, with only its parking lights on. The deputy approached the vehicle and noticed the odor of marijuana. Inside were a 22-year old man and two 15- year-old girls. Initially, the man refused to answer questions. Inside the vehicle, the deputy discovered a small amount of marijuana, a pipe and a bottle of prescription drugs. The man then agreed to answer questions. He admitted to marijuana use and said he had no ill intentions toward the girls, he simply wanted to “hang out” and “smoke weed with them.” All three are being referred for charges in connection with possession of marijuana, less than 40 grams. In addition, the man is being referred for charges in connection with possession of drug paraphernalia and possession of controlled substances.
• A deputy stopped a silver 2001 Lexus GS4 on July 6, because the vehicle had a headlight out. Two women were in the vehicle — the 21-year-old driver and her 19-year-old passenger. The driver produced a license and registration, but said she had no proof of insurance. She said her boyfriend had it, and pleaded with the deputy not to ticket her. During the encounter, the deputy noticed that her face was flushed, her eyes were watery and bloodshot, her pupils were dilated and she spoke with a “thick tongue.” The deputy also noticed the odor of alcohol and scented tobacco and saw unopened containers of alcohol in the back seat. He asked the woman how much she had to drink. She replied, “not much, nothing.” When he asked her again, she told him that her last drink was four hours ago, and she agreed to take sobriety tests. She failed. The woman then declined to take a preliminary breath test. She was arrested in connection with driving under the influence of alcohol and placed in the back of the patrol car, where she became belligerent. She screamed profanities and kicked at the inside of the car repeatedly. The deputy then searched the vehicle and found an open can of alcoholic beverage and a small amount of marijuana. The woman was transported, screaming, to the precinct, where she refused to provide a breath sample until she had spoken to an attorney. After speaking with a public defender, the woman agreed to provide a breath sample. During the required 15-minute waiting period, the woman changed her mind, went into a rage, and again refused the test. She was cited in connection with driving under the influence of drugs and alcohol, possession of less than 40 grams marijuana, an open container of alcohol and no proof of insurance. She screamed profanities during the entire 45-minute transport to the Island County Jail.
